Remember the focus of Achievement Standard 3.1 is to develop the conceptual design. For this you need to work towards getting a detailed list of their requirements. It may assist if you have an idea of what other organisation do/have so you can give your key stakeholders an idea of what is possible. Getting the detail of their requirements/specifications may take time to if you are to produce the best possible solution ...
