Your initial plan is not complete and hence inadequate for a technology project. You must have a plan that sees the initial design completed and signed off. All milestones need to be listed to ensure the project is complete. You appear to be missing talks/surveys with stakeholders to determine "all" key stakeholders needs and desires. Perhaps you should be listing stakeholders (or different groups of stakeholders) in your resources too.
